Most warehouses do not have a dock scheduling problem. They have a rulebook problem. The slots exist, the calendar exists, and carriers still book the wrong door at the wrong hour with the wrong trailer, because nobody ever wrote down what “the wrong door” means. Every dock scheduling software deployment eventually stalls on the same question: which rules govern which door, and who is allowed to book against them?
This guide is the rulebook, not the software pitch. It covers the constraints that belong to a door, the ones that belong to a carrier, the timing rules that decide whether an appointment can still be changed, and the enforcement that makes any of it real. What a dock door scheduling rule actually is
A rule is a machine-checkable statement that either permits or refuses a booking. “Please arrive on time” is not a rule. “Bookings for door 12 close 4 hours before the slot start” is a rule: a system can evaluate it, a carrier can plan around it, and a dispute can be settled by it.
That distinction matters more than it sounds. Sites that publish guidance get argument at the gate. Sites that publish rules get compliance, because the carrier’s transport planner discovers the constraint at booking time, when changing it is free, instead of at the gate, when changing it costs a driver’s shift.
Three families of rule cover almost every road-freight DC:
- Door rules — physical and operational limits attached to a specific dock door.
- Carrier rules — who may book, what they may book, and how far ahead.
- Timing rules — lead time, cutoff, change windows, and what happens when they are missed.
Door rules: the constraints that belong to the door, not the appointment
The most common scheduling failure is treating all doors as interchangeable. They are not, and the differences are physical. A rule set that ignores them produces bookings that cannot be executed.
Attach these to each door, once:
- Trailer type and height. Standard curtainsider, mega trailer, box, tautliner, tipper. A mega trailer at a fixed-height dock leveller is a rejected load, not a delay.
- Temperature capability. Whether the door serves a chilled or ambient chamber, and whether the reefer can run during unloading. Cold-chain sites hold this rule hardest, for the reason set out in the guide to cold chain trucking.
- Hazardous goods. ADR classes permitted, segregation distance from other active doors, and whether a supervisor must be present.
- Handling equipment. Forklift versus pallet truck versus roller bed. A floor-loaded container needs a door with the labour to strip it.
- Direction. Inbound only, outbound only, or both. Mixed-direction doors look flexible on a plan and create collisions in the yard.
- Throughput rate. Pallets per hour for that door with its usual crew. This is what converts a load size into a realistic slot length.
Get the throughput rate wrong and every downstream rule fails, because the slot length will be fiction. Measure it from actual gate-in to gate-out data over a full quarter rather than asking the shift manager. The gap between the two numbers is usually 20 to 40 minutes.
Carrier eligibility: who may book which window
Not every carrier should see every slot. Eligibility rules protect the windows that matter to the operation from being consumed first-come-first-served by whoever happens to log in at 6 a.m.
The rules worth writing:
- Contract tier. Contracted carriers book from a reserved allocation; spot carriers book only from the open pool. This is the rule that stops a spot load taking the slot a contracted lane depends on.
- Volume entitlement. A carrier moving twelve loads a week does not get to hold twenty slots. Cap concurrent open bookings per carrier.
- Onboarding status. Insurance certificate, ADR licence and site induction current, or the booking screen refuses. This is also the cheapest single control against the fraud patterns described in the guide to freight fraud and double-brokering: an unverified carrier never reaches the gate.
- Prime window restriction. The first two hours after shift start are usually the highest-throughput window of the day. Reserve them for the flows that most need them, typically store replenishment or a production feed, not for whoever books fastest.
Lead time, cutoff and the change window
Timing rules are where most rulebooks are vaguest and where most of the cost sits. Four numbers settle it.
Minimum lead time is the shortest notice at which a booking may be created. Set it from the labour planning cycle, not from politeness: if the warehouse locks its shift roster at 16:00 for the following day, a 2-hour lead time is a lie the operation cannot honour.
Booking cutoff is when the slot closes to new bookings. It is usually shorter than the lead time and exists to protect the plan from late churn.
Change window is how late an existing booking may be moved without penalty. Make this generous. A carrier who can move a slot at no cost will move it, which is far better for the operation than a carrier who cannot move it and simply arrives late.
Grace period is how long after the slot start the door is held. Thirty minutes is common. Whatever you choose, publish it, because an unpublished grace period is just an argument waiting at the barrier.
No-show, late arrival and enforcement
A rule with no consequence is guidance. The enforcement ladder that works in practice escalates rather than punishing on the first offence:
- Recorded. The miss is logged against the carrier, visible to both sides. Most carriers correct at this stage, because the record is what their own customer will eventually ask about.
- Rescheduled to next available. Not to an equivalent slot. The load waits for genuine capacity, which puts the cost where the miss happened.
- Booking privileges reduced. Prime windows withdrawn, concurrent bookings capped tighter.
- Charged. Only where the contract already provides for it, and only with the arrival data to support it.
That last point is the one that collapses most enforcement attempts. A no-show charge is only defensible if you can evidence the arrival time to the minute, which means the gate timestamp has to come from the system rather than from a clipboard. Live load, drop trailer and the rules that diverge
A live load occupies the door for its whole handling time and the driver waits. A drop trailer occupies a yard spot instead, and the door is used later, on the site’s own schedule. The rulebook has to fork here, because almost every timing rule changes.
For live loads, the slot length is the handling time and the grace period is short, because a missed live slot idles a door and a crew. For drop trailers, the appointment governs the gate, not the door: what matters is the spot allocation, the trailer pool balance and how long the trailer may remain before it becomes a storage problem. Once a site runs more than a handful of drop trailers, the constraint stops being the dock and becomes the yard, which is where a yard management system starts carrying the schedule rather than the dock calendar.
Publishing the rulebook so carriers see it before they book
A rulebook that lives in a PDF attached to the transport contract does not change behaviour. The rules have to be enforced at the point of booking, in this order:
- The booking screen shows only the slots the carrier is actually eligible for. Ineligible slots are not greyed out, they are absent.
- Constraints that will be checked at the gate are displayed on the slot itself: trailer type, temperature, ADR, expected handling time.
- The confirmation carries the same constraints, so the driver’s paperwork and the gate check agree.
- Every refusal explains itself. “No slots available” teaches nothing. “No mega-trailer slots on this date, next available Thursday 06:00” produces a correct second attempt.
Sites that get this right see the same pattern: booking volume stays flat, gate refusals fall sharply, and the calls asking to be squeezed in stop, because the answer is now visible before anyone picks up the phone. Where slot allocation itself is the bottleneck rather than the rules, time slot management is the layer that governs how those windows are released.
A rule set you can copy
A workable starting point for a mid-size European DC, to be tuned with your own throughput data:
- Minimum lead time: 12 hours for contracted carriers, 24 hours for spot.
- Booking cutoff: 4 hours before slot start.
- Free change window: up to 2 hours before slot start.
- Grace period: 30 minutes, then the door is released.
- Concurrent open bookings: capped at 150% of the carrier’s weekly contracted volume.
- Prime window 06:00 to 08:00: contracted carriers only.
- Slot length: throughput rate of that door multiplied by pallet count, rounded up to the next 15 minutes, plus 15 minutes of fixed handling.
- Every door carries its trailer type, temperature, ADR and equipment constraints, and the booking screen enforces them.
Publish it, enforce it in the booking screen, and review the throughput rates every quarter. The rulebook is not the finish line, but it is what turns dock scheduling from a calendar into a control.
